One of the first proposals for a war memorial in the nation's capital came from the Society of the First Division, to commemorate the fallen soldiers of the First Division, American Expeditionary Forces (AEF). Shortly after the United States declared war on Germany in April 1917, the First Division was formed as part of the American Expeditionary Forces.
